Expert Opinions on Improving Femicide Data Collection Across Europe: Insights from a Concept Mapping Study

Executive Summary

Across Europe, systematic data on femicide remain fragmented and inconsistent, with only a few countries maintaining dedicated registries. This study brought together 28 experts from 16 countries within the EU-COST Action on Femicide to identify strategies for building a more coherent and comprehensive data collection system.

Using concept mapping, experts proposed 69 strategies grouped into 10 clusters under two domains: “Political Action”and “Technical Steps.” Priorities included establishing national databases and raising public awareness, while media engagement was seen as the most feasible step. Differences in priorities also emerged according to each country’s Human Development Index (HDI).

The findings outline clear, actionable pathways to improve femicide data collection and strengthen Europe’s response to gender-based violence.

Once in place, the evidence produced can contribute to increased public awareness and demand for a public health sector response, as done with IPV, as well as providing concrete information on risk factors and risk groups to guide police, legal, educational, and political forces in development of prevention strategies and services.
